#621 has no power steering at idle. It works fine above idle. Any ideas about the cause and how I can fix it?

If belt is tight, and fluid full . . . then only "other" is a worn pump. PS fluid pressure is speed dependent and if pump is not putting out at idle speed (600-700 RPM) then it is probably worn enough that it won't make pressure at such a low speed. Thanks for the response Lou. I failed to mention that I had just had the power steering unit rebuilt. Eric Whedon seems to think they might have put in the wrong size Relief Valve Spring. Would this cause the problem? Do you know the proper size spring they should have used?

Proper size spring ? Ha ! Those are mystery parts inside a PS Pump.
Common power steering pump "Rebuild Kits" do not come with springs, rotors, shafts, hard parts, but do contain the shaft seal (where leaks often occur) and the other "soft goods" like O-rings and gaskets.
Would be a pretty good PS rebuilder to have new springs of any pressure for a 40 year old pump, assuming there was more than one pressure spring available in the car type Federal Pump as used on the FMC.
Have you talked with the "Rebuilder" ? What did he say ?

You could make up an "inline pressure adapter" bunch of fittings and such to mount a temporary 150 psi pressure gauge in the high pressure line right where it comes out of the pump. That would show "idle speed" pressure, and "higher speed" pressure if RPM is increased to 1000, 2000, and 3000. At idle and higher RPM could have some one move the steering back and forth to see what those pressures are.

If it seems "simple" put a washer under the flow control valve SPRING and see what that does.

showing #20130 Rebuilt Pump with out the can, and #206184 with the can. Rebuilt pumps from Mail Order places like RockAuto usually do NOT come with the PULLEY or Filler Cap.

way down below the "Brackets" pictures. You probably have a Federal as that is what the FMC Parts Book shows that other links say is a Federal pump.

Buy a "rebuilt" pump from some one like RockAuto, NAPA, or even off E-bay ?
